Planning & Zoning

The Planning & Zoning Division serves a unique role in the city.  Murphy is largely developed with limited vacant land available.  This creates a challenging setting in which the community must carefully plan for its economic future by working closely with property owners, developers and residents to enhance Murphy’s quality of life.
 
The Division manages land use development by implementing the Comprehensive Plan, administering the regulations of the subdivision ordinance and zoning ordinance, as well as other plans, policies and procedures of the city. Staff provides support to City Council, the Planning & Zoning Commission and the Board of Adjustment to ensure quality development and redevelopment that is in compliance with community standards.

Electronic Submittal:

The City of Murphy is paperless in terms of submittals and resubmittals.  All required materials shall be submitted in electronic formats – Adobe PDF via email; via your Dropbox and send to planningsubmittal@murphytx.org; or on a flash drive. 

2026 Submittal Schedule for Zoning Applications

Below is a link to the 2026 Submittal Schedule for Zoning, Concept Plans, Site Plans, Elevation/Façade Plans and Landscape Plans. Applications and all supporting documents must be submitted no later than 3 p.m. on the submittal date.  *As of Tuesday May 20, 2025, all regularly scheduled Planning & Zoning Commission meetings take place the Thursday following the first Tuesday of the month*

All meetings are held at Murphy City Hall, 206 N. Murphy Road, Murphy, Texas.  Meetings are subject to cancellation at the discretion of the Planning & Zoning Commission and City Council.

2026 Plat Submittal Guide

Below is a link to the 2026 Plat Submittal Guide. This guide will provide information regarding plat submittal timelines and requirements. Applications and all supporting documents must be submitted no later than 3 p.m. on the submittal date noted therein. Generally, Final Plats shall be submitted four weeks prior to the City Council at which it will be considered for review. All other plats shall be submitted four weeks prior to a Planning & Zoning Commission Meeting for review.

The city has established specific submission requirements for each project type, as outlined in the checklist below. Submitting a complete and accurate application will help prevent unnecessary delays in the development review process. 

Short Term Rentals

The City of Murphy has established specific requirements for all short term rentals within the city. Below is the application and checklist for short term rentals. The application and all required documents are to be submitted to the city's customer service department at CustomerService@murphytx.org
